{"id":7532,"date":"2019-03-22T15:37:06","date_gmt":"2019-03-22T19:37:06","guid":{"rendered":"https:\/\/www.vdh.virginia.gov\/environmental-health\/?page_id=7532"},"modified":"2020-10-13T17:27:26","modified_gmt":"2020-10-13T21:27:26","slug":"veesepticgrant","status":"publish","type":"page","link":"https:\/\/www.vdh.virginia.gov\/environmental-health\/veesepticgrant\/","title":{"rendered":"VEE Septic Grant"},"content":{"rendered":"<p><strong>James River Septic System Repair Cost Share Program<\/strong><\/p>\n<p style=\"color: #222222;text-transform: none;text-indent: 0px;letter-spacing: normal;font-family: 'Times New Roman', serif;font-size: 12pt;font-style: normal;font-weight: 400;margin-right: 0in;margin-bottom: 0.25in;margin-left: 0in;background-color: #ffffff\">The Virginia Department of Health (VDH) is excited to announce that we have received $300,000 from the\u00a0<a href=\"http:\/\/www.vee.org\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/www.vee.org\/&amp;source=gmail&amp;ust=1590172269907000&amp;usg=AFQjCNHMZWJjUyeT1c2onSUHgXrCiOF_zA\">Virginia Environmental Endowment<\/a>\u00a0(VEE), with an additional $200,000 from the Smithfield Foundation, the philanthropic arm of\u00a0<a href=\"http:\/\/www.smithfieldfoods.com\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/www.smithfieldfoods.com\/&amp;source=gmail&amp;ust=1590172269907000&amp;usg=AFQjCNGO4nVsXSaX6qWD8XKbCsvjdLkIQQ\">Smithfield Foods, Inc.<\/a><u>,<\/u>\u00a0for a total of $500,000.\u00a0 These funds will be used to repair failing septic systems and remediate illicit sewage discharges (straight pipes) from homes located in the James River watershed in James City, Isle of Wight and Surry Counties. VDH\u2019s primary objective is to help homeowners in these counties bring their failing systems into current regulatory compliance, thereby reducing total nitrogen and fecal coliform loads from each system.<\/p>\n<p style=\"color: #222222;text-transform: none;text-indent: 0px;letter-spacing: normal;font-family: 'Times New Roman', serif;font-size: 12pt;font-style: normal;font-weight: 400;margin-right: 0in;margin-bottom: 0.25in;margin-left: 0in;background-color: #ffffff\">The grant provides homeowners with failing septic systems a financial incentive to upgrade to an advanced treatment system, also known as an Alternative Onsite Sewage System (AOSS)\u00a0<u>or<\/u>\u00a0connect to public sewer.\u00a0 If eligible, the Virginia Department of Health (VDH) can provide funding to homeowners for design services, construction costs, and equipment needed to install a regulatory compliant AOSS, including 50 percent nitrogen reduction.\u00a0 VDH developed the grant as a cost-share program.\u00a0 VDH bases funding amounts on total household income levels.<\/p>\n<p style=\"color: #222222;text-transform: none;text-indent: 0px;letter-spacing: normal;font-family: 'Times New Roman', serif;font-size: 12pt;font-style: normal;font-weight: 400;margin-right: 0in;margin-bottom: 0.25in;margin-left: 0in;background-color: #ffffff\">Homeowners with household income levels of 200% or less of the Federal Poverty Guidelines (FPG) may receive funding up to $18,000.\u00a0 Homeowners with a household income level of 201% to 400% FPG may receive funding up to $13,500.\u00a0 Homeowners with a household income level greater than 400% FPG may receive funding up to $9,000.<\/p>\n<p style=\"color: #222222;text-transform: none;text-indent: 0px;letter-spacing: normal;font-family: 'Times New Roman', serif;font-size: 12pt;font-style: normal;font-weight: 400;margin-right: 0in;margin-bottom: 0.25in;margin-left: 0in;background-color: #ffffff\">The grant period runs for no more than three years (January 1, 2019 to December 31, 2021).<\/p>\n<p style=\"color: #222222;text-transform: none;text-indent: 0px;letter-spacing: normal;font-family: 'Times New Roman', serif;font-size: 12pt;font-style: normal;font-weight: 400;margin-right: 0in;margin-bottom: 0.25in;margin-left: 0in;background-color: #ffffff\">For more information, please contact Dave Tiller at <a href=\"mailto:dave.tiller@vdh.virginia.gov\">dave.tiller@vdh.virginia.gov<\/a> of by phone at (804) 785-2135.<\/p>\n<div><\/div>\n<div><\/div>\n<div><\/div>\n<span class=\"collapseomatic \" id=\"id69e48afd6e4ba\"  tabindex=\"0\" title=\"&lt;strong&gt;Eligibility Guidelines&lt;\/strong&gt;\"    ><strong>Eligibility Guidelines<\/strong><\/span><div id=\"target-id69e48afd6e4ba\" class=\"collapseomatic_content \">\n<p>Virginia Department of Health (VDH) will administer grant funds to homeowners on a cost-share basis. Based on the U.S. Department of Health and Human Services 2020 Federal Poverty Guidelines (FPG), grant funding will cover a variable percentage of the septic system repair costs. Homeowners are responsible for the remaining costs that the grant does not cover. Grant reimbursement $12,000 ($16,000 X 75%). Owner responsibility $4,000.<\/em><\/p>\n<p><em>\u00a0<\/em><em><strong>Example 2:<\/strong> Household income &gt; 400% FPG<\/em><\/p>\n<p><em>Total cost of design and repair $20,000. Grant reimbursement $9,000 ($18,000 X 50%). Owner responsible for the $2,000 that was over the cost allowed by the grant + 50% of $18,000 = $11,000. <\/em><\/p>\n<p>The Virginia Department of Health (VDH) will reimburse the homeowner for septic repair costs after system installation and approval. The owner must provide a cancelled check, cash receipt, credit card statement, or an invoice directly from the contractor and designer stating \u201cPaid in Full\u201d with the designer\u2019s and contractor\u2019s signatures. The owner is required to submit three bids to VDH prior to receiving grant approval.
